People at work

Today, a woman who works in another department wrote an email to someone on my team and copied me and the outside vendor. She scolded my direct report, wrote that the vendor had called her repeatedly and received no answer. She underlined 'no'. She instructed my team member to call this vendor asap.
I was shocked at the inappropriateness and unprofessionalism. I would never have expected this from her. I told my direct report not to answer. I replied to all, directed my comments to the vendor and told her the proper procedure for contacting us. Then I wrote my co-worker privately and told I didn't appreciate her writing an email like that to someone on my team. If anyone was requesting payment information, she needed to refer them to us via email so we can research and reply.
She wrote back and apologized to me which was not necessary but not to my direct report.
It was totally uncool.
I was really disappointed by her actions and now wonder about the person she presents to the world.
